The PA Department of Military and Veterans Affairs selected Kimball to prepare a plan for implementation of the naval air station and joint reserve base at Willow Grove from an active Navy base to an Air Force joint interagency installation operated under lease or license to the Commonwealth of Pennsylvania. A business plan was developed outlining the overall management and operational concept. A description of the optimum footprint of the installation, and appropriate consideration of the significant economic, community, and infrastructure issues was also developed.
Solution: Kimball assisted the Air National Guard with a “vision” of what this facility would look like. A business plan was developed and economic assessment performed to demonstrate the facility’s value to the community and capability to be run as a business.
Result: The final business plan was completed on time and within budget. Kimball's plan was accepted by the Commonwealth of Pennsylvania. Governor Rendell forwarded a request for all property with the exception of the off-base housing to the Secretary of the Navy. The project is pending final approval for the implementation to transition by 2011.
